Tokiy is a Shrine in Zelda Tears of the Kingdom. Tokiy Shrine is a special Shrine, usually containing no further puzzles, that you'll only be able to access after completing its corresponding Shrine Quest. Shrines are mini-dungeons, housing quick trials such as puzzles or short enemy encounters. Once a Shrine has been completed, the player obtains a Light of Blessing, an item key to obtaining more Heart Containers and Stamina Vessels, and the Shrine is unlocked as a Fast Travel point. If the Shrine has not been completed but has been activated, it will be marked in yellow on the map. It will still be available for fast travel so that can players return and complete the Shrine at a later time.

Tokiy Walkthrough Guide
Reaching Tokiy
The Tokiy Shrine is located in the central area of the Necluda region, hidden within Mount Rozudo. The best way to find it would be to complete the Shrine Quest associated with it. To do so, you’ll have to go to the hidden Oakle’s Navel Cave. To get to the cave, head first to the Rabella Wetlands Skyview Tower, launch up, and then glide north to Oakle’s Navel, past Meda Mountain and Mount Rozudo. Head down to the water level and you should see the large cave entrance to the east. Head inside and follow the path to a Shock Like dangling on the ceiling. Follow the path past it down to the green shrine crystal.
How to Complete Tokiy
Follow the beam to its end, and offer the crystal there. Do so, and I will offer you a light that banishes evil
Examining the crystal will start the Shrine Quest The Oakle’s Navel Cave Crystal, which you’ll have to complete to allow entrance into the shrine. The wall behind the crystal will slide open, and you’ll notice that the green light beam shooting out from the crystal is pointing in its direction. Head past the falling boulders carefully. Drop down the cavern and keep moving forward along the path. Following the green light, turn right at the fork. You’ll be greeted by a large boulder rolling right at you. Use Recall on it to force it back, giving you a brief window to bring the crystal out of the tunnel. Bring the crystal to the shrine entrance to complete the Shrine Quest and allow yourself entry into the shrine.

Inside will be a chest containing a Large Zonai Charge. Head up the stairs and examine the green runes to obtain a Light of Blessing and unlock Tokiy Shrine on your map for Fast Travel.
