Josiu is a Shrine in Zelda Tears of the Kingdom. Josiu Shrine is a special Shrine, usually containing no further puzzles, that you'll only be able to access after completing its corresponding Shrine Quest. Shrines are mini-dungeons, housing quick trials such as puzzles or short enemy encounters. Once a Shrine has been completed, the player obtains a Light of Blessing, an item key to obtaining more Heart Containers and Stamina Vessels, and the Shrine is unlocked as a Fast Travel point. If the Shrine has not been completed but has been activated, it will be marked in yellow on the map. It will still be available for fast travel so that can players return and complete the Shrine at a later time.

Josiu Walkthrough Guide
Reaching Josiu
The Josiu Shrine is located on the southwestern island of the North Necluda Sky Archipelago in the Necluda Sky. The shrine entrance can be found by heading first to the Sahasra Slope Skyview Tower in the western area of the Necluda region. Launch up, and then glide to the east toward some floating islands. You want to access the North Necluda Sky Archipelago and aim for the structures marked by some trees. The shrine entrance should be at the southwest isle of the archipelago.
How to Complete Josiu
Seek the crystal connected to the beam, and offer it at the shrine. Do so, and I will grant you a light that banishes evil.
Examining the runes will start the Shrine Quest The North Necluda Sky Crystal, which you’ll have to complete to allow entrance into the shrine. To do so, you’ll have to find the crystal, which the green light from the shrine should now be pointing to, and bring it back to the shrine entrance. You’ll notice that the green beam of light is pointing to a connected island within the archipelago, to the southwest. Head to the southwest edge of the current platform to find a device shaped a bit like an open concrete flower, with a piece of stone floating above it. Use Ultrahand on the floating piece and rotate it to move the floating pathway ahead of you. It won’t directly connect the current platform where you’re standing to where you want to go but you just have to make sure it connects to the isle further ahead. Jump to it and do a bit of climbing to get on the pathway. Move forward to the next platform. The shrine crystal should just be out in the open past a stone doorway.
Use Ultrahand to bring the crystal with you along the pathway. Place it along the path as far as you can right before the northeast platform that the pathway is currently connected to. Jump and glide and do a little climbing to reach the platform where the device is and use Ultrahand on the floating piece to connect the pathway to the platform you’re standing on. Be careful not to move the pathway too fast as the crystal might roll over and fall down. Bring the crystal in front of the shrine entrance to complete the Shrine Quest and allow yourself entry.

Inside will be a chest containing a Large Zonai Charge. Head up the stairs and examine the green runes to obtain a Light of Blessing and unlock Josiu Shrine on your map for Fast Travel.
