Rutafu-um is a Shrine in Zelda Tears of the Kingdom. Rutafu-um Shrine is a special Shrine, usually containing no further puzzles, that you'll only be able to access after completing its corresponding Shrine Quest. Shrines are mini-dungeons, housing quick trials such as puzzles or short enemy encounters. Once a Shrine has been completed, the player obtains a Light of Blessing, an item key to obtaining more Heart Containers and Stamina Vessels, and the Shrine is unlocked as a Fast Travel point. If the Shrine has not been completed but has been activated, it will be marked in yellow on the map. It will still be available for fast travel so that can players return and complete the Shrine at a later time.

Rutafu-um Walkthrough Guide
Reaching Rutafu-um
This shrine imprisons and purifies the ancient evil.
The Rutafu-um Shrine is located within a hidden cave in the Hebra region called the Hebra Mountains Northwest Cave. To find if, head first to Selmie’s Spot, and from the large bonfire, head a short distance to the northwest to find a crevice under a rock formation. It should be marked by a small fire near a barrel and a box or two to your right. Head deeper inside and you should find a hole that you can jump into to enter the hidden cave. Down here, head to the south, circling around the cold water, to a campfire group consisting of two Bokoblins and two Blue Bokoblins. The shrine should be just further past them marked by green runes.
How to Complete Rutafu-um
Seek the crystal connected to the beam, and offer it at the shrine. Do so, and I will grant you a light that banishes evil.
Examining the runes will start the Shrine Quest The Northwest Hebra Cave Crystal, which you’ll have to complete to allow entrance into the shrine. To do so, you’ll have to find the crystal, which the green light from the shrine should now be pointing to, and bring it back to the shrine entrance. Head back to the other side of the water and Attach an icicle or two together, or to a rock, and then use Ultrahand to Attach your creation to the crystal under the water. Pull it out and detach everything and bring the crystal to the shrine entrance to clear the quest and allow entry into the shrine.

Inside will be a chest containing a Topaz. Head up the stairs and examine the green runes to obtain a Light of Blessing and unlock Rutafu-um Shrine on your map for Fast Travel.
