Rabella Wetlands Skyview Tower is a Tower in Zelda Tears of the Kingdom. Towers are tall structures that allow players to see the surrounding points of interest. Once a tower has been discovered, the map in this region is also unlocked. This also allows players to easily glide down to nearby destinations from atop of the Tower. This also then becomes a Fast Travel point, much like Shrines, for players to travel to on the map. The Rabella Wetlands Skyview Tower is found in Necluda.

Zelda TotK Rabella Wetlands Skyview Tower Location Walkthrough
The Rabella Wetlands Skyview Tower is located southeast of the surface map in Necluda. No matter what time of the day you arrive in this area, it will always be raining. The entrance of the tower is blocked by thorns and the only way to get rid of it is by burning it. The problem is, it's raining and if you set the thorns on fire, the water will just extinguish the flames.
To stop this from happening, first, you'll need to grab three long wooden planks which you can find nearby. Attach the three to build a makeshift roof and then lift them up with the Ultrahand and place each end by the two scaffolding structures on the left and right of the tower. This should be enough to cover the thorns from getting wet, now, you can (1) create a fire next to it with Wood and Lint or (2) use a Fire Fruit and throw it at the thorns. Wait for it to burn and when it is gone, you can approach the gate and open it with ease. Be sure to activate it by using the console and then using the launch pad.
