Locate Captain Hoz

Travel north from Lookout Landing towards the golden waypoint on the map, passing through Hyrule Castle Town Ruins and Central Square. Along the way, you will come across Kyononis Shrine located in the Hyrule Castle Town Ruins. It is highly recommended to complete this Shrine as it teaches you the basics of combat, which can be very useful. Completing Shrines also rewards you with a Light of Blessing that can be traded for a health upgrade at Angel Statues, as well as creating a permanent fast travel point that can help you get around the map faster. After passing the Shrine, you will reach a closed gate. Drop down the railing on the left of the gate to land on the rocks, allowing you to bypass the gate.

Continue up the road until you reach the waypoint marker where you will meet Sharce, a guard who will deny you access and instruct you to seek permission from the captain. Keep heading north until you arrive at the "First Gatehouse" building. Instead of entering, go around the building to the left and climb the stairs behind it. Then scale the building's side to reach Captain Hoz who is situated on top. Engage in conversation with him.

 

Go back to Lookout Landing and report to Purah

Hoz expresses his relief upon seeing you and informs you that he has spotted Princess Zelda in the distance, which is a positive development. He urges you to rush back to Lookout Landing and report this to Purah. To return to the starting point of the quest, simply retrace your steps back along the same path you took to reach here.

 

Rest at the Emergency Shelter

Purah will need some time to repair the Skyview Tower before she can add map data to your Purah Pad. In the meantime, she suggests that you take a rest at the emergency shelter. To access the shelter, speak to the guard located in the middle of Lookout Landing. He will open up the entrance, which is a hole in the ground situated in the center of the town.

Descend the ladder to reach the emergency shelter and approach one of the beds located on the side. Rest until morning to replenish your health and stamina. Additionally, you can find an Angel Statue here that lets you exchange four Lights of Blessing, which you obtain from completing Shrines, for a health upgrade later on. Sleeping is a convenient method for restoring health without using up any of your health items.

 

Activate Skyview Tower

Once Link wakes up, he should climb back up the ladder and speak to Purah inside the big tower marked on the quest map. This action will activate all Skyview Towers. Upon entering the tower, interact with the orange terminal, which turns the tower into a permanent fast-travel point. Purah will also give you the Paraglider. After receiving the Paraglider, step onto the blue elevator inside the tower, which will launch you into the sky, revealing the entire surface map and sky map for the region. To land safely in Lookout Landing, activate the Paraglider. With the Paraglider, you can survive any fall on land and are no longer limited to land in the water. Going forward, activating the Skyview Tower in each region will clear the fog from the region's map and unlock it as a fast-travel point.

Return to Purah, who will place four new golden quest markers on the map, beginning the Main Quest: Regional Phenomena. Completing this quest is necessary to progress the story, but it is strongly recommended that you first complete the optional Main Quest: Camera Work in the Depths by speaking to Robbie in Lookout Landing. This quest introduces a new map, unlocks the Camera and Hyrule Compendium, and can be completed quickly. It is a good idea to finish it before moving on to Regional Phenomena.
