Legend of the Soaring Spear is a Shrine Quest in Zelda Tears of the Kingdom. Shrine Quests are optional Quests that can be taken at any time and are not required to finish the game. Players will have to enter a cave and perform according to a note left in the cave for the Shrine to appear. There won't be additional puzzles in the shrine.

A Light of Blessing, and a Large Zonai Charge in a chest Shield will be rewarded upon completion of the shrine.
Zelda TotK Legend of the Soaring Spear Quest Walkthrough
The Utojis Shrine is located in the Faron Grasslands region. From the Popla Foothills Skyview Tower, glide Southeast until you reach Tobio's Hollow, there should be a cave on a nearby hill.
Enter the cave, there will be Keese coming after you, defeat and get Keese Wings for later. Once you go deeper in the cave you will find a notebook with a note "Throw the Zonai spear with a wing from the pedestal, through the ring. Should your aim be true and right, you'll be blessed with dispelling light." The Shrine quest is activated but you can still do the quest without reading the note. Nearby will be some Zonaite Spears, attach the Keese Wing to it, get onto the round platform and it glow. There will be a green ring in front of you near the ceiling of the cave for you to throw the spear to. Once complete the Shrine will appear.
