Keys Born of Water is a Shrine Quest in Zelda Tears of the Kingdom. Shrine Quests are optional Quests that can be taken at any time and are not required to finish the game. Players will need to speak to a Steward Construct to activate the quest and complete it for the Shrine to appear. There won't be additional puzzles in the shrine.

Reaching the Shrine
The Jochisiu Shrine is located West Necluda, just Northeast of the Popla Foothills Skyview Tower. You should see a forested hilly area nearby the squabble river, nearby you should see a Steward Construct.
Completing the Shrine Quest
Speak to the Steward Construct and they will give you a riddle "Give keys born of water to the three altaars. The sacred shrine will appear." What you need to do here is to make ice to fit the indents beside the Steward Construct. You can use an arrow with an Ice Fruit attached, shoot it into the water to make a single ice square or use a Frost Emitter to make several ice squares. For the second and third indent, you'll have to melt it to make it fit the indents. You can do this with a campfire. When done correctly, the Shrine will appear above you, you can use Ascend to go straight up.
