The Sky Mine Crystal is a Shrine Quest in Zelda Tears of the Kingdom. Shrine Quests are optional Quests that can be taken at any time and are not required to finish the game. Players will have to catapult themselves up between different islands to get the Shrine Crystal. There won't be additional puzzles in the shrine.

A Light of Blessing, and a Ruby in a chest will be rewarded upon completion of the shrine.

Reaching the Shrine
The Gikaku Shrine is located on the Sky Mine Island. You can use the Ulri Mountains Skyview Tower to launch yourself up, face east and glide towards the sky island. There you'll find material to help you go further east until you reach the Sky Mine.
Completing the Shrine Quest
On this island and the islands above you, there are catapults to help you go upwards to reach the Shrine Crystal that is next to the sky sphere. Once you retrieve the Shrine Crystal, you can drop it off the side to where it will land on the Sky Mine Island.
