Rock for Sale is a Shrine Quest in Zelda Tears of the Kingdom. Shrine Quests are optional Quests that can be taken at any time and are not required to finish the game. Players will have to activate the Shrine Quest by talking to Hagie, buy the Shrine Crystal from him and head over to the Construction Site to make a raft to get across the river.

Reaching the Shrine
The Jochi-Ihiga Shrine is located in the Akkala region, between Zora's Domain and Tarrey Town on a small section of land near the base of the Akkala Falls. You can launch yourself from the Ulri Mountain Skyview Tower and glide southeast to Tarrey Town.
Completing the Shrine Quest
You will need to speak to someone named Hagie in Tarrey Town, he tells you that you have to make a one-time payment of 20 Rupees to use the Railcar, instead choose What's that rock? and Hagie will try to sell you the Shrine Crystal for 100 Rupees. You can actually get it for 50 Rupees by turning him down until Ruil shouts at him. Take the Shrine Crystal and attach it to the Railcar and head over to the Construction Site. You will then have to build a raft to get the Shrine Crystal over to the Shrine base. There are several materials lying about if you are lacking in materials.
