You can find Beetz near the waterfall, northeast of Dueling Peaks Stable. (2165, -1381, 0111)
After that, complete his side adventure Honey, Bee Mine by giving him Courser Bee Honey.
Go back to Mastro, and build a boat to cross the river. (Need Plank, Control Panel, and 2 Fans. Attach the wagon on the boat once it's done.)
Once the boat is complete, talk to Mastro and drive to the fairy.
