To start The Ancient City of Gorondia! Side Quest in The Legend of Zelda: Tears of the Kingdom, you'll need to speak to a small character standing near the minecart tracks in the north of Goron City, located in the Eldin region. Once you've spoken to the quest giver, use the Ultrahand ability to grab a fan located to the right of him. Attach the fan to a minecart and place it on the left track. Next, speak to the quest giver again and select the dialogue option "Try it out now." The quest giver will climb into the minecart and you should follow suit. Once you're both in the minecart, hit the fan to push the cart over the rail. This will take you to YunoboCo HQ at the other end of the track.

After arriving at YunoboCo HQ, the quest giver will automatically talk to you and reward you with one Zonai Charge. With this, The Ancient City of Gorondia! Side Quest will come to a close. Overall, this is a relatively simple and straightforward quest that can be completed in a short amount of time.
