The Monster Saddle can be claimed as a reward for completing 'A Monstrous Collection IV'. A quest given to the player by Kilton in Terry Town after finishing 'Mattison's Independence'.
How to Use Monster Saddle in Zelda TotK
To equip a saddle to your horse, visit any Stable and speak with the stable master. Choose the option to customize your horse, and then select "Change the saddle." From there, you can choose the desired saddle to equip on your horse.

where to find it needs to be updated with more information, because i have 50 pony points (yes, i AM claiming the rewards at the little book, thanks) and still no monster saddle. do you have to talk to kilton in akkala first, perhaps?
